FL allows doctors to make own standard of care that violates federal patient rights

After seeing 3 eent (sic), I was sent to Dr. Janus, head of Otolarygology at Mayo Jacksonville. The doctor did not explain all treatment options, lied to me about the surgeries and destroyed the function of both parotids. One was completely normal. He sacrificed the organ without maintaining function to remove a cyst not arising or in the parotid gland. The second parotid was removed again without maintaining function. I was there for facial trauma involving damaged salivary glands. After complications developed including post op infection left untreated 4 months while I starved. Then he stopped treating before completing care. The State of FL said that it was his standard of care and lying, no full disclosure, and removing at least 1 organ needlessly without medical indication and abandoning is not illegal. What protections do patients have when the State won’t uphold federal law?
